How it works

Four steps between budget and beneficiary

Every payment travels the same guarded path — no shortcuts, no ghost names, no cash in envelopes.

1

Verify

Every beneficiary is matched to a real identity — NIN, BVN and biometric liveness — before a single naira moves.

2

Enroll

Verified households are enrolled into programmes by field officers inside geo-fenced LGAs, with conditions attached.

3

Disburse

Payments are approved in batches and settled bank-to-account through Fidelity Bank — direct to the beneficiary, end to end.

4

Prove

Every action lands on a hash-chained audit trail anyone can verify, and aggregates publish to this site automatically.

Tamper-evident by design

An audit trail nobody can quietly edit

Each record in IntegrityShield is cryptographically linked to the one before it. Change any historical entry and every hash after it breaks — publicly, provably.

  • Every disbursement, approval and edit is chained with SHA-256.
  • The chain head is anchored daily and published for independent checks.
  • Aggregate figures update automatically — no manual reporting layer.

Questions

Frequently asked

Who runs IntegrityShield?
IntegrityShield is operated by the Federal Ministry of Humanitarian Affairs and Poverty Reduction. The platform is built and run by XtraDot Technologies in consortium with Fidelity Bank Plc, which settles all payments bank-to-account.
How do I know the money reaches real people?
No payment is released until the beneficiary's identity is verified against NIN and BVN records with biometric liveness. Payments settle directly into verified bank accounts — there is no cash handling and no intermediary collection point.
What can the public actually see?
Aggregated figures only: totals disbursed, beneficiaries verified, and coverage by state and LGA on the transparency dashboard. Personal data is never published, and small-area figures are suppressed to protect individual privacy.
How do I report a problem or a suspected leakage?
Use the Report an issue form. Every grievance gets a tracking code, lands on the same tamper-evident audit trail as payments, and its resolution status can be followed publicly with that code.
