What a household must do
This programme is not conditional.

Meals served ≥ 90% of school daysKitchen serves a hot meal on ≥90% of school days in the cycle, confirmed against the head teacher return.
When a condition is missed the payment is held, never silently dropped, and the household can be reinstated once the condition is met or formally waived.
