Every naira that leaves the Ministry through IntegrityShield is published here as an aggregate — how much, to how many people, in which local government area — and never as a person.
Before enrolment, every record inherited from the National Social Register is matched against NIN and BVN records and scored by a traffic light. Green records are promoted, amber ones are held for field re-verification, and red ones — the duplicates, the impossible dates of birth, the identities that resolve to nobody — are quarantined and never paid. These records were stopped before any money moved; none of them ever became a payment instruction.
This is a projection of cost avoided, not money recovered. It assumes each
quarantined record would have collected the monthly CCT grant for a full year:
